You will serve as a SUPERVISORY CIVIL ENGINEER (STRUCTURAL) in the Capital Improvements Business Line of NAVFAC SOUTHWEST.

Responsibilities

  • You will serve as Regional Technical Specialist, subject matter expert, and technical advisor for all engineering aspects of the Structural Program throughout the regional Command.
  • You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, the type of work, existing workload, and the capabilities of the employees.
  • You will be responsible for the structural design of shore installation facilities projects, and coordinate and direct the work of others in the accomplishment of project assignments in military facilities.
  • You will direct the preparation of sheet outlines for preliminary and final plans and specifications.
  • You will coordinate structural design with other organizational elements and technical disciplines to ensure integration of architectural, mechanical, electrical, and fire protection building systems.
  • You will review designs, plans, specifications, and design analysis prepared by others covering project features for sufficiency, practicability, and compliance with design requirements and established policies.
  • You will serve on independent technical review teams and quality assurance (QA) teams.
  • You will assign staff members or serve on Best Value Source Selection Evaluation Boards for construction contracts.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Specialized Experience Must Demonstrate The Following

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

  • Providing technical structural engineering expertise on design, design review, construction, and rehabilitation of a diverse range of projects; 2) Leading others in achieving objectives and milestones for a structural engineering program throughout a regional Command; 3) Applying technical engineering expertise to solve highly challenging and complicated issues and problems requiring new applications or developments; and 4) Providing consultative services on structural engineering issues and the entire range of architectural and engineering activities for facilities construction.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
